The material is soft iron SS400. It may not be a material that you are familiar with, but the hardness (softness) of SS400 is equivalent to S20C, so it is softer than the most commonly used soft iron S25C. The specifications of this head are different from those for the Japanese domestic market. When assembling, do not adjust the weight, but assemble with the included socket.
